Why didn't my starapter learn brave bird?

Question

My starapter passed level 49 and never learned brave bird.I checked the guy who teaches old moves the Pokemon forgot,but it wasn't there. The game I played is Pokemon Pearl. By the way this also happened to my brother who played pokeon diamond,we can still catch staravia who know it though.

Try leveling it up to level 50-52. Sometimes the game gets glitched, once my friends sceptile evolved at level 45

The only explanation is that you game is glitched. Have you used any cheating devices or hacked it in anyway?
