How to get Raikou without the event for Pokemon White?

I want to get zoroark from that lady in route 16 but I don't have any of the legendary dogs I only have keldeo

You can also import a Celebi into your game for Zorua, and simply evolve it.
Or you can ask somebody to breed one for you.

You can trade for Zoroark. Without the event dogs there is no other way.

You can also get Zorua in Driftveil City in B/W 2 and trade it over, however. So it's not impossible.
