Maybe change the "ask a question" tab on Meta (just Meta)...

I've seen a lot of the Meta question recently, and most of them aren't technically questions. They are just suggestions, repoting users, reporting typos, etc. ...

And where it says, "asked (s) ago by __" maybe change asked to posted.

Maybe this should be worded a little differantly.

I'll repeat my comment here. Yes, it could be worded a little differently... but it doesn't matter that much.

Half the non-questions could be worded as questions. Also, changing it to "Ask a question or report an issue" would be a bit long ;)
