Where do I ask rate my party questions?

Every time I ask a question pertaining to rating my party (not battle subway team), it keeps getting hidden. I asked it in battle-subway and in pokebase, but it was hidden both times. Am I not allowed to ask these questions? EDIT: (In game battles)

Are they for Competative Battles (PO/ Wi-Fi) or in-game battles (Gyms, Elite 4)??
