I'm getting fed up about the site getting clogged by questions that should be on another section.

Recently, I'm finding that many new users are asking stuff on the wrong section of the site. This is beginning to annoy me, and I thought we could have a way to prevent this. We could have a notice for new users appear when they visit a section telling them what they are allowed to post is probably a simple way to do this, but alternatives are applicable. People who can't read rules really steam me...

EDIT: I also thought that we could have a way to convert the questions between the sections. Better edit before I forget...

You are right about the first part, I think I will add a notice right above the box so hopefully people will see that. No one seems to read the right hand side!
