Do people that have less than 30 points not show extra privileges on their profiles?

I don't think they can, no. I'm pretty sure there isn't any extra privilege available before 30 points, since bypassing moderation doesn't get listed there.

Since a person without 30 points has no extra privileges, there is no need for them to have a separate part of their profile for it, since it would contain nothing.

There may be other reasons besides this that only Pokemster would be able to provide you with.
