Tools to contribute maps

So a while back I wanted to contribute to the 'Puzzles' section of the DB and Insert Name Here told me to make a map in an ASCII format. Can I just make a map in Paint instead and submit it?

If it's presentable and of a reasonable quality, I don't see why not. I'd personally prefer using more powerful software like Photoshop, though.
