Is PM able to change the email address and/or password to accounts that aren't his?

Question

This is both a question and something that I thought should be brought to attention. The user GameCube unable to access his account, as he does not have the password to his account, on top of not having access to the email address that his account is using. Is there any way for PM to change the account's email so he can access his account again? I'll edit in the email that he wants PM to change it to once PM has seen this.

I believe that he should be able to (if he can't already) for many reasons. First of all, he should do it under the condition of someone asking him. Second, he should only be doing it if that person really owns the account (although, I'm sure Mr. all knowing isn't called that for nothing). Third, he should do it because he is helping someone, and it's always nice to help someone. Finally, it is his site (or at least I think it is) so he definitely has admin rights.

Yes, I have direct access to the database so can change anything if I want. If GameCube is reading this he can email me from the email he wants for the account and I can update it.

But I’m not sure if there’s an easy way to verify who owns the account... I mean, anyone could email claiming to be him. Hellfire, how do you know that he’s unable to access his account? Where did he tell you that?

He's told me on Discord and Google Hangouts, and I'm nearly certain that he gave me the email that I messaged him on Hangouts on chat when under that name. Other than that, I'm not sure how else I can prove it.
EDIT: I'd also like to mention two other things. First of all, Trachy posted on your wall a while ago asking you about changing his email. Would that work is proof? Second of all, what is the email address that he's supposed to send an email to?

Did you ever post an email you want him to send it to? Should he just respond to the address that sends the emails that say that there's a new comment on your post?
