What I mean is that what if you downvoted the user directly in front of you on the users page to move up, would anyone notice? What I mean is that if fizz or ~-~WILL~-~ checked my downvote record and saw I only downvoted random people 1 or 2 times, they wouldn’t think much or it, right? Is there a way to stop this? Let me present to you 2 scenarios:

Example 1 - I downvote the user in front of me on RMT, Fate Itself, 2 times on random answers of his from a long time ago so I can be #22. Would people be able to tell? I know you lose 2 points from down voting, but it’s not anything compared to the amount of points the downvoted user loses.

Example 2 - I want to move up in RMT, so I check Fate Itself’s profile, check “recent activity”, and maliciously and deliberately look for bad answers/questions so I can downvote them. Is THAT allowed, because I’m downvoting that user for a reason?

In seriousness, I’d obviously tell you not to do any of that, since it’s not the point of the ranking system to actively look for reasons to vote people down. But it’s not like I have magical powers that tell me when people are doing dumb stuff. And as Sempi said, it’s not hugely important. I’d address it when it presents an issue though: I trust people are above it.
I’m most interested when people start using the system to spite others. In that case the intent is a real problem. Buddy voting is dumb too.

I'm going to give my take of this question, but this is by far a definitive answer, if Fizz or other auth want to contradict me, go for it.

It doesn't matter

Points mean very little. Barr gaining expert, your rank on the "Point Leaderboards" honestly mean nothing. If a user actively cares enough about a meaningless rank on a Pokemon forum that they take the deliberate effort to sabotage said rankings, it says more about them than anything else.
Whether you're #22, #23 or something else doesn't affect how people will treat you on the site or anything else.

That said, I highly recommend abusing Fizz for refusing to ride wombats to school.

Oi, there’s a reason I don’t take up wombats. One of my mates is a kangaroo called Thumpa, and he’s a badass. He takes me everywhere I need and he thumps anyone who dares interfere. He also deals with the drop bears, and the child-eating dingoes.
It’s a tough life and you gotta come prepared. Wombats simply don’t cut it.
I'd use an army of Cyber Wombats, suited with the best Ion cannons and electronic heat-seeking harpoon guns. (hopefully I didn't awkwardly interrupt your inside joke with my nonsense ¯\_(ツ)_/¯)

Also, on the topic, I'd feel the same; whoever spite votes/buddy-votes instantly loses my respect. It is unnecessary and poisonous to the points system; if you wouldn't want to be spited and lose the ability to be an expert, why would you do so to another? If you do it to win, you are a filthy coward...
I highly recommend abusing Fizz and Sempi because they're Australian
