No, you cannot search for users. However, there are two simple ways to locate a profile page you want:

  1. If you know the username exactly, then you can type it into any account page's URL in place of the existing username and it will take you to the correct profile. This may be complicated if the username has certain symbols in it, which are modified for technical reasons.

  2. Type the username into a search engine along with the filter text site:pokemondb.net/pokebase/users. This will narrow the results down to PokeBase account pages only. This may not work if the search engine has not indexed the user page.

You kinda can. For example: if you go to the search engine (from Pokemondb) in the upper right corner, you can type a name there. And then you see the users question, click on the user then.

I mean you can't do that if the user didn't post a question.
Ah right, that's true. I like the search engine method best of all though, since it narrows it down so nicely.
No problem! If you haven't found the account yet, the second method or SYL's method should still help you find it, if you know at least one word from the name for sure. I can try myself if you mention part of the name here.
And a quick addition, we basically don't allow people to have access to two accounts at once. If you do end up finding the account, would have to choose which you want to keep using.
