I just had an idea that could fix the problem above: each user could receive a visible, unique, and automatically generated ID number in addition to their username, making it so that even if they can change their name whenever they like, they're still identifiable. This would fix the moderation and imposter issues and make it less confusing when people change their names often, as they would still have the same ID number. It might be difficult to implement, on the technical side of things, but I think it could work.

Yes, that is coming with the next major release of Q2A. The update has no timeline that I can see, so it may still be years before the feature comes to fruition.

I didn't know there was an update coming out. I just have a few questions: How exactly, if it does at all, does the planned update differ from my idea? Will I be able to change my username whenever I want? Will the user IDs be visible to all users?
Read through the linked conversation, and it matches pretty closely with what you've suggested. There were concerns about whether making the IDs public could cause security issues, but the concerns were very minor, so in all likelihood, there's a good chance the IDs will be public, probably in a user's profile URL.
Whether or not username changes will always be open will be up to Pokemaster, but with an ID-based system, I see no reason not to keep them open indefinitely.
However, the conversation discussing the update saw activity in 2015, 2017, and 2019, with nothing since, so it's not likely we'll get an update like this anytime soon :\
