Many users have been posting their in game teams on the RMT section. There are closed as they are against the rules, but new users continue to post them. This unnecessarily clutters the RMT section.
It is stated in the rules in the rules that IGTs are not allowed, but it seems new users don't read them. Putting an easily visible message at the top of the section to the effect of"This section is for competitive teams only. Do not post in game teams here. " would reduce the amount of clutter and hopefully stop users from spamming IGTs.

This is an extreme example, but if you look at RMT section, the last 3 posts were all IGTs.
This would be a good addition, but sometimes I think these people truly cannot be helped. They can't tell from the messages everywhere telling them to read the rules, or the distinct lack of in-game teams anywhere on the site, or the instructions on the sidepanel of the "ask a question" page that in-game teams shouldn't be posted. Even the main section prompts you "no in-game teams" when you start typing "team" into the question box.
One measure I will take from now on to reduce clutter is hide the closed questions after one day instead of two.
It's worth a try at least. I also think we should pin a competitive pokemon resources thread to the RMT section, but that's a topic for another thread.
The Question Guidelines and the rules explicitly mention no in-game teams. I doubt if adding one more message would help counter this issue. Newer users tend to be blissfully unaware of every rule. What about adding this to the notice which explains the rules? (Only newer users can see that; it's also pretty visible and at the top of the page always.) After they reach 40 points the notice would disappear but by then, most of them would be aware of the rules. Making the example threads more visible would be a bit more helpful.
re clutter: I'd like to mention my suggestion about closing and hiding threads again here (https://pokemondb.net/pokebase/meta/79516/). This would sort most of the muddle with the closed and to-be-hidden threads. The current practice of a one/two-day wait doesn't allow the other questions to be higher up in the activity thread.
I also feel RMT is also not very strictly modded. There are only ~two active Moderators who're closing threads, and most threads have useless tags and titles. This wouldn't solve *this* specific issue, on the whole, though. But it'd be easier to go around with clutter and other issues highlighted before.
The rules page is off on the side of the screen, and I get the feeling a lot of new users don't read it before posting. The message at the top, which would visible to new users would hopefully be harder to miss.
I agree with Cdijk. I believe new users tend not to read the rules even after being told to, because the rules are long, and new users might not want to read those, especially if they are kids.

Second, I also think that new users who come in to post a question probably don't think about constantly checking their questions to see if somebody has answered or given feedback, and could very well not come back in 1 or 2 days. In that time their question is hidden, and they don't know why. Also, many users could be using the mobile version of the DB, in which case, the question-asking rules are underneath where someone would put a description and tags for their question, instead of on the side, like on a computer.

I'm not saying don't hide questions so new users can see them, (I think that would be useless,) but I think there has to be a different, incredibly obvious way to prevent these questions from being asked before they are asked, and I think this proposition does it.

I could definitely see new users seeing "read the rules before posting" and going "my life, my rules" and posting the team. I am under the strong impression that less than 5% of new users read the whole rules page on their first day of joining. Putting a brief message at the top would certainly help.
I'd also like to add this banner should tell people to include their format as well.
