It should mean something from they voter. They gotta sacrifice something in order to tell the person who made the post that they like it, making the vote actually matter.

The -2 points when giving downvotes is meant to be a deterrent from people using them very frequently. For those who care a lot about points, it's a sign to never give out downvotes at all. Giving the same effect to upvotes means people are being actively punished for supporting quality content on this site.
What makes you think people currently give out too many up-votes?
If this was implemented, new users would never upvote, just as they very rarely downvote as it is now. I don't think there's a good reason to "fix" this problem, other than removing the -2 points for downvoting, (a better solution to prevent spam downvoting allow staff to easily view the source of downvotes on a larger scale rather than on a by-post basis, allowing them to easily see if people are spamming and punish/ban accordingly) which would encourage people to use them more often. But points don't really do anything anyway. Nobody's been promoted to expert by way of points in years, iirc, so worst case scenario that number should be changed back to 10k again. I feel like there are some users that tend to get more upvotes than other users, though that's just a public perception/popularity contest, which we can't really control unless all posts were made anonymous. Could just be my imagination though.

A system by which votes are assigned value on the basis of how many votes the person giving votes has already cast would be interesting, and I think would better signify how helpful users are on the site by their points, as users that give out lots of upvotes would have votes that aren't worth much and users that don't give out many would have votes that are worth more; ie, if users X, who upvotes everyone's answers, gives you a vote, it's worth less than if user Y, who rarely votes on anything, upvotes your answer. I think this would be silly, though.

Happy people are putting thought into topics like this, but this suggestion is a fair way off base.

Up votes are really important for organising content on the site (so you see good answers first) and important as an incentive to make new posts and put effort into them. By making up votes cost something, these functions of the points system would be strangled.

I'm interested where you've seen an overuse of upvotes cause a negative outcome for site quality. Agree it's an issue on old posts and moveset questions, but that's caused by there being no points requirement for voting in the site's early years. The 30 point restriction we added later already does plenty to prevent unmeaningful and excessive voting.

If we do make system-level changes like this, I'd prefer them to be rewarding of positive behaviour rather than punishing of negative behaviour. Negativity is a turn off and needs to be used in moderation.

its not really an overuse of votes but rather voting without even reading the post and upvoting because someone you like wrote it or simply because it looks good.

i think that the biasty could be a little more controlled if something like this took effect. the reason i thought a point deduction would be the best option is because mods, being human, cant always catch everything, and it would be stupid to implement a system like "you lose 10 points every day if 90% or more of your upvotes are given to one account" or a cap to points given weekly to one person. also, 2 points isnt enough to actually damage someones points, unless they are new and only have the 30 or 40 points you need to vote, in which case their votes would probably be biased towards the few people the know anyway.
