I'm pretty sure no OU Pokemon can just sit there and take hits from anything. As far as I know, all forms of stalling involve predicting switches and coverage moves.
"For example, if I only have one or two taunt users on my team, I will need to make sure they're in whenever there's a calm mind Clefable."
This is not momentum. You've exactly described what stall is- simply sending out a counter to whatever's on the field. If Clefable comes out, then you just send them out as well and Taunt. There's very little risk and prediction in doing so. And while stall does need some sort of skill and prediction (otherwise it would be completely broken, as players with 0 skill could utilize it) you usually need less prediction and skill for stall than other playstyles.
Yeah, but in some cases, like Manaphy, I need to send in a taunt user before it gets one turn to set up. Unfortunately, my stall team is built so that it can also only take Clefable if it has no special attack boosts at all, so the same goes with Clefable.
Unware Clef will do wonders for you. In fact, most stall teams have an Unaware Pokemon because it is easy for opposing teams to gain momentum on them.
Sorry, but I can't use fairy Pokemon or fairy moves. I'm willing to remain low ladder to enforce this policy.
