In what part of Pokemon black 2 do I get kyurem?

I saw kyurem level 45 but the game said I can't get it with a pokeball when n is there.

You must defeat the Elite Four, defeat N, and catch Reshiram / Zekrom in order to make Kyurem appear. It's located at the same place where Kyurem-B / W was.
