How Can You Evolve Eevee to Leafeon/Glaceon If It Is Level 100?

Question

I have an Eevee and I want to evolve it into Leafeon. It is lvl 100 I battled like 13 times near the rock, but it's not evolving.

Well this answer is kinda ridiculous, but you could breed your eevee to get a level 1 eevee that you can evolve to a Leafeon.

I would reccomend a Jolteon as replacement and try to train up a new eevee and evolve it into Leafeon.

You cant sorry, your only options now are to evolve it into Jolteon,Flareon, or Vaporeon seeing as those are the only one that dont need level up to evolve.

Only in gens 8 and onward is it possible to evolve a level 100 Pokemon that evolves by leveling up (with a Rare Candy), if that's what you're wondering, but to evolve an Eevee into a Leafeon or a Glaceon, you don't even need to level it up. The easiest way is simply give it an evolution stone, the same way you would for any of the gen 1 Eeveelutions: a Leaf Stone for Leafeon and an Ice Stone for Glaceon.

Why it doesn't work to battle with the Leafeon by Moss Rock is because you do have to actually level it up if you want to evolve it that way.

Important Note: The evolutions stones don't work in the games from gen 4 to gen 7. A full guide to the evolution methods of Eevee and their changes in different generations can be found here. In other words, if you're playing gen 3 or below, and have no way to move it to gen 4+, you're hosed.

Levelling up Eevee in a specific area to evolve it into Leafeon/Glaceon doesn't work before Gen 4 because they did not exist before Gen 4.

You cannot. This is because it has to level up near the rock and cannot do so because it is level 100.

In generations 4-7, you can only evolve Eevee into Leafeon and Glaceon if it levels up near the Mossy Rock or Ice Rock, respectively. It needs to be a level-up to trigger the evolution.

As of generation 8 onwards, Pokemon that are level 100 can evolve if the right conditions are met if a Rare Candy is used on the Pokemon. The Pokemon will not level up, but it can trigger the evolution.

Additionally, in generation 8 onwards, you can evolve a level 100 Eevee into Leafeon/Glaceon by using a Leaf/Ice stone., with the exception of BDSP which requires to level up by the respective rocks, like in the original Gen 4 games.

In Legends Arceus, you can evolve Leafeon/Glaceon by levelling up by the respective Rocks or by using a Leaf/Ice Stone.

Tl;dr, you cannot evolve a level 100 Eevee into Leafeon/Glaceon in generations 4-7. You would need to breed/catch a new Eevee, or transfer up to modern games.
