Can I get a Leafeon in SoulSilver?

Unfortunately you cannot , Eevee only evolves into Leafeon when it levels up around the Moss Rock in D/P/Pt and some other thing in Black and White and these are absent in HeartGold and SoulSilver.

You can still trade a Leafeon to HGSS over from DPPt if you have those games though.
