If Arceus is supposed to be God, why isn't it the most powerful?

At least, I think it's supposed to be God. It should have the perfect stats, right?

Game Freak made Arceus like that. They probably did this to prevent ruining the game's purpose by murdering all the wild and trainer's Pokemon. But really, that's up to Game Freak as to why it doesn't have the perfect stats.

And as for your indirect question, it is based on God. :3

It is the most powerful, as thought by many Pokemon players. It has the highest stats, with 120 all around, and the highest base stat total at 720. And to top that all off, it can be any type and gets a very powerful signature move, Judgement that will be the type that Arceus is. Oh, and it has an absolutely massive movepool.

As for perfect stats, there is no definition of perfect stats, but Arceus is as close as it gets.

Arceus IS god. Play Ubers for 5 minutes and you will see. XKiller Arceus owns all. Period.
