In my opinion this is the best 100 all around Psychic event legendary (after Mew.) This guy has a ton of options, but I will only touch on three of them. The first one.

Ability: Victory Star

EVs: Attack, HP, Speed Nature: Adamant

Item: Shed Shell

V-Generate: Does massive damag, which then you switch out from. Shed Shell is to make sure of the switching.

Wild Bolt: Deals with Water types.

Brick Break: Deals with Rock types.

Quick Attack: Priority damage, nice with V-Generate and your Shed Shell is gone.

why not energy ball
This is a physical moveset.
The greatest Victini in MY opinion is:

Fusion Flare (Event Move)
Fusion Bolt   (Event Move)
Searing Shot (Regular Signature Move)
V-Create      (Event Signature Move)  (American Version of V-Generate)
Do you mean fusion bolt or wild charge? I checked it and Victiny can not learn any move called "wild bolt"
it`s also cross thunder.
TrainerKO12345, I think you should replace fusion flare with glaciate, since you already have 2 other fire type moves. Plus, glaciate lowers speed. I prefer bolt strike over fusion bolt, since it has more power, and you won’t have the risk of being fusion flared after.

Option 2:

Ability: Victory Star

EVs: Speed, Sp Def, Sp Attack Nature: Modest

Item: Wide Lens

Telekinesis: Makes all your moves have infinite accuracy. Wide Lens is there with Victory Star in case of Taunt.

Purgatory: Good power that burns always. Telekinesis makes it hit.

Thunder: Another move for Telekinesis.

Focus Blast: And another for Telekinesis.

Trick-room is the main point of the set. V-create is HUGE STAB and was the reason I made this set in the first place. Psyshock is STAB. Thunderbolt/Shadow-ball/Focus-blast your choice of Coverage.

You need some Sp.atk/Atk EVs,even though V-Create has a high base power but Victini only has 100 base attack,and Psyshock is the same thing but with a lot less power.

Trick Room Sweeper

This guy can work amazing well as a trick room sweeper. With V-Creation as a powerful STAB that lowers your Speed as well it makes it even better. Zen Headbutt is another amazing STAB that can also make the opponent flinch and the lower accuracy is taken care by Victini's Ability.Brick Break if you dont want a freaking heatran to come in and wall you but I stil think Zen Headbutt is the better option in the end. Fusion Bolt is coverage and Trick Room is there for obvious reasons.

Victini and sun go together like bread and butter. I've used CB Victini in the sun before, and when you do that, V-create demolishes everything. This time I wanted to use a Victini that'd last a bit longer, and maybe get a sweep, as opposed to obliterating something on the switch, then retreating. The solution was Flame Charge Victini. With base 100 speed, Victini easily has enough speed for a sweep at +1 (Or +2 should the chance to FLame Charge again present itself), where it can use it's STAB Blue Flare to mow down opposing teams, while Focus Blast takes Dark types and Heatran. One huge perk to the set is that Victory Star boosts the accuracy of both Blue Flare and Focus a last, meaning they less less often than usual, which is extremely helpful. The last moves lot is your choice of Psychic for secondary STAB and the ability to hit Tentacruel, or HP Ice to stop him from being walled by Dragonite, Salamence, and the Lati twins. Just make sure you run it in sun, as Blue Flare hits like a ton of bricks when under sun. Some might say that Volcarona is better, and they'd be right, but Victini isn't walled by Heatran and is insanely fun to use.

Hold up victini learns blue flare? I thought it only learned fusion flare.

Hmm, what about TR lol. Victini can sweep in that too.
I didn't suggest TR > Flame Charge because there were already some TR sets here, and I think that under sun, TR can  work against faster members of the team, notably the team's Chlorphyll a user, assuming it's used in sun.
If you want victini to be a main special attacker, than I think that you gonwith heat wave instead of flame charge. You could teach it glaciate instead, as well, so that you can outspeed many pokemon.

Option 3:

Ability: Victory Star

EVs: Speed, Sp Attack, HP Nature: Modest

Blaze Judgement: Good power, high accuracy, STAB, 30% burn chance.

Focus Blast: Type coverage. Better accuracy with Victory Star.

Psycho Shock: STAB that deals with Blissey.

Charge Beam: Raises Sp Attack most of the time, and hits 99% of the time.

My rain set for victini ( Sprite will come later )

Thunder is the point of putting this guy in rain, he has that interesting balanced out stat spread, with THUNDER. The typing is relatively good for stopping Grass types from taking out your water types ( Politoed, Any hydration user, Kabutops, etc. ) V-create has 180 freaking base power, with STAB. Rain isn't hurting it too bad, while you're still getting a fighting force agains't crap like Scizor. Psyshock is STAB, and it deals physical damage. While U-turn is a scouting force, that hurts some, and can be used agaisn't weakened grass types, that you switched in on.

Yes, a physical set. Flare-blitz is STAB. Brick-break is coverage. Zen-headbutt is STAB. U-turn is for escaping.

You can substitute those last two moves for the powerful Fusion-bolt for coverage.

U-Turn/Flare Blitz-You should probably go with Zen Headbutt if you use U-turn.

Outspeeds and KOs Xatu, both Regis, Donphan and all Weather Changers with Final gambit. Zoroak and Serperior both outspeed it, but can be KOed by Focus Blast and Searing Shot respectively. Rhyperior cannot be KOed by Final Gambit, but can be KOed by Grass Knot.

good. but if you have a choice specs final gambit will be unusable. final gambit is not that great competitive, and is only annoying if game creators wants to make a roaming pokemon kill itself, unableing you to catch it.

Same strategy as my Chandelure set, but with less power, no Shadow tag, but with more bulk and accuracy. Inferno paired with Victory Star, Wide lens and Telekinesis gets good accuracy, while Psychic is STAB. Charge beam gets full accuracy, and the SAtk boosts allows me not to be walled by Blissey/Chansey.

An abnormal, yet effective set.

Thunder Wave puts the status down on your opponent, which is super annoying to deal with. He then sets up Light Screen to support his own bulk and the bulk of his team mates. He can now U-turn away and let another team mate screw over whatever your opponent is using. A great team player.

V-create is also good STAB since you have Thunder Wave to slow your opponent down.

The EVs are a bit weird, but... what did you expect?
HP maximizes bulk, the rest is to give him a little bit of edge.

I love this guy, but I think maybe he should not have two Fire-type signature moves, maybe they should have made Searing Shot a Psychic-type move to make life easier, but unfortunately, they didn't. The other thing about Victini is that he should have the ability Levitate, but he doesn't. I still like Victini, but Game Freak should have added these two things. Anyway, here is my moveset.

Item: Fire Gem
V-Create obvious
Psychic STAB, and unlike other movesets, Victini needs a move of its primary type
Energy Ball covers Water, Ground and Rock.
U-Turn Against Dark Types and can save Victini for a foe that is worthy.

Victini ignoring special event moves:

Trait: Victory Star (durb)

EVs: 4hp, 126 def, 252 spa, 126 spd (defense is necessary for weakness policy, obviously. not suing physical attacks because it needs defenses evs and it's strongest moves are special)

Nature: modest (+spa-atk)


Energy Ball (it covers 3f from 5 weakness, the maximum it gets).

Heat Wave (with victory star is 99% accuracy. in THAT chase, is better than flamethrower).

Searing Shot (100 power, 100 acc, STAB, 30% chance to burn. no twist for this move. plus I like to have signature moves on the Pokemon ((if they learn)) ).

Stored power (after weakness policy activates it's an 100 power move. it has a good number of weakness, coverage for most of them ((energy ball)) and a good bulk. 100 power move with 100 accuracy and 10 pp is REALLY, REALLY great. in that chase ONLY, it should be used).

Victini! :D Victini acts as a powerful physical sweeper. V-Create is an unstoppable force. 200x1.5 is 300 power. OHKO anything unresisted, do 2/3 damage to anything resisted w/ 252 def. 100% chance to OHKO Politoed, no defense EVs. Same for Jelli. Wow. U-Turn lets me pivot into whatever. Useful for after I use VCreate, since dem stat drops go in. Bolt Strike is a powerful Electric coverage, taking flying types like DNite down. A must have for physical Victini, tbh. Brick Break is another coverage move that helps deal with Special Walls.

If you were able to go to the Japanese event that was from December 2012 to January 2013, you were able to get Victini with

Bolt Strike
Blue Flare

Bolt Strike and Blue Flare only have 85% accuracy so with Victory Star ability it goes up to 93.5% accuracy, but base power of 130 and 20% chance of causing paralysis or burn. You could give it Wide Lens item to boost accuracy by another 10% so it will never miss.

EVs 252 spd, 252 hp
Nature: Serious, Quirky, Bashful, Docile, or Hardy (for mixed sweeper)

Has good type coverage though you might want to change Blue Flare for U-Turn/Psychic/Hidden Power (of your choice) since you would already have V-Create.
