I have a hypothesis about Zygarde... Maybe his stats are low because he's going to get a mega evolution in Pokemon Z. That would be cool.
Zygarde is actually BL as of April 6th, 2014, (when im writing this.), surprised? im not.
Plus it has a useless ability, because it's not even in the same tier as the Pokémon it counters!

Well at least it's not a hindering ability.
I wouldn't say Weavile and Mamoswine trash this thing without risks:

252 Atk Choice Band Zygarde Extreme Speed vs. 4 HP / 0 Def Mamoswine: 131-155 (36.1 - 42.8%) -- guaranteed 3HKO

Or even if this thing has a Coil or D-Dance in the boot instead of Choice Band. It can actually live an Ice Shard, which means if either of the opposing pokemon desides on Ice Shard for whatever reason, Zygarde will win the match up against Weavile, as it will then be defeated with Extremespeed. Mamoswine also takes a decent chunk of damage
I am expecting people to make movesets for the 10% Forme as well as the 50% Forme, both with the new ability. I'm also expecting somebody to add the sun-moon tag to this thread

I use a Dragonite set JUST like this:

Power Construct/Aura Break
Naughty (+ATT, -SPDEF)
252 HP/252 ATT/4 SPATT
Binding Band/Grip Claw

Draco Meteor

Basically, negate your stat drops from Superpower and Draco Meteor with Haze while hurting and trapping in the opponent with Bind.

Zygarde (50%) @ Leftovers
Aura Break/Power Construct
EVs: 252 HP, 252 Sp. Def, 4 Atk
• Glare
• Coil
• Thousand Arrows/Earthquake
• Rock Slide

This Zygarde can work for single or double battles. Glare works hand in hand with Rock Slide, ensuring Zygarde will outspeed for a flinch chance combined with a paralysis chance. Coil also benefits Rock Slide, raising it's accuracy while also buffing Zygarde's attack and defense. Thousand Arrows is good STAB damage that won't hit a partner in Doubles. If you are only planning to use this set in Singles, you could easily substitute Thousand Arrows with Earthquake. This set would go excellently with the improved HP, Atk, and Def of Zygarde's Complete Forme, but if your Zygarde has Aura Break, it will still be effective.

Zygarde is basically a Dragonite with a major upgrade. if you use Super Training, you can boost Zygards stats through the roof, and since he is balanced on his EV's, you can make him into whatever you choose, I chose a wall. Camouflage means moves like Sandstorm, Hail, do not affect him, quick claw means he has a good chance of going first, Stone Edge is good for those pesky Flying/Dragon types, Altaria, for example, Focus Blast for the Ice Types, if he can take a hit, which with super training he can, Lands Wrath for when he gets used in double/triple battles, though Draco Meteor is a good alternative if you prefer single battles

Ok, first off... Super training gives you Ev's it does not just boost what you want wherever you want it, thus, due to his low base special attack stat, any special moves you fire off will not do very much damage even with good investment. His "Balanced Ev's" as you called them are probably his Base stats, and they are also far from balanced anyway, Zygarde has high attack, defense, and Hp, and that's about it for his high stats. And finally, Being in a hailstorm, will NOT change Zygarde into an ice type, unless a field effect is in place such as grassy terrain or fairy terrain, Zygardes Camouflage will change him into a Normal type pokemon under normal Wi-Fi battle conditions. Instead of Focus blast and draco meteor, use extreme speed, Outrage and rockslide for huge STAB and/or coverage options. (check my set I posted, you have to first use outrage first in your case, spam it until he stops, then turn into a normal type via camouflage and extremespeed spam until zygarde faints.) While I CAN see where you where going with this set, sadly, the games mechanics just don't support this set on Zygarde.
