Why isn't Arcanine a 2-staged semi pseudo?

Question

It says here http://pokemon.wikia.com/wiki/Pseudo-Legendary_Pokemon all the pseudos and semi pseudos but not arcanine?

It has 555 base stat total bigger than the other 2-staged semi pseudos but still hes not on the list

Can somebody explain that? Is it because it evovles with a stone?

If you read the site, it says that the semi pseudos are generally mistaken due to their rarity, or how hard they are to get. Arcanine is easily obtainable, due to the commonness of Growlithe, and you only need a mere Fire Stone to evolve it. Most of the semi pseudos are hard to obtain, or evolve at high levels.
