How come the move Curse doesnt have a type for the different types of pokemon?

Question

Why can't they just put Ghost for the ghost type and Ground/rock for the other type of Curse? Also, does it have a relationship with the ??? Arceus plate?

First: There's no such thing as ??? Plate
Second: Types of moves changed between generation a little, but one move with more types is...wrong
Third: I haven't seen dual type move yet

You don't get my question, what I meant was why can't the curses be into 2 types and take away the ??? For the two types of curses?
