These sparkly patches in the water remind me of shiny patches of grass.
Yup, it's not a mega stone. They're just decoration. I've also found those on route 8 and there was nothing special there too.
Ladida basically it's just light reflecting off, and Gamefreak making it half legit in my opinon.
