Is it possible to Chain Fish for Shiny Floatzel on Route 15 in X/Y?

It is possible to chain fish anywhere there is water. However, as Floatzel is not a fishing encounter (only on Route 15 via Surfing), you will never be able to chain fish it. The Pokemon able to be encountered via fishing on Route 15 are Poliwag, Poliwhirl, and Basculin.

oooohhhhh!! thats why i couldn't find Floatzel fishing! im so stupid.
been playing pokemon since i was 7 and i didn't even realize that ._.
