I barely ever see one in competitive game play, I know it has intimidate for those strong steel, rock, or ground types. How do Most people commonly use Mega Manetric.

They use it for proportions. Its head is a triangle, so it is commonly used in architecture!

People actually use it to nullify physical attackers with Intimidate and put out hard-hitting Special Attacks like Thunderbolt, Thunder, Discharge and Electro Ball while outspeeding near-all Pokemon with a base Speed of 135, making it the 2nd fastest electric type behind Electrode.

It is most commonly used in Rain Teams as a Thunder user. Since it cannot miss, and Mega Manectric has 135 Special Attack and gains STAB from it, Thunder will be hitting everything hard (except ground types and Volt Absorbers).

It can also be used with Volt Switch to score a kill then hop out, making room for other Pokemon to shine.

well, as you said, people knows to abouse its intimidate using volt switch on and on. its able to outspeed many Pokemons in mega form using its whopping 135 base speed. manetictric is kinda anti-meta checking many very popular Pokemons ,noticeable:
Scizor, Ferrothorn, Skarmory, Talonflame, Aegislash, and mega lucario. all of these are currently very big threats you will need a counter for, and mantric fixes that job easily with this set:

Manectric @ Manectrite
enter image description here
Ability: Lightningrod -> Intimidate
Evs: 252 speed / 252 Satk / 4 hp
Nature: Timid
- Volt Switch
- Hidden power [Ice]
- flamethrower
- Thundebolt/thunder

this set is especially good in rain teams. first you send out drizzletoad, attracting thunderbolts fast as hell. then you switch to manetictric to get lightingrood boost, mega evolves and sweep. land is also a good partner for manectitric. abuse intimidate VoltTurn to cripple most physical sweepers baring mamoswine

hope I helped :D

Mega Manetric is an offensive Pokemon - 135 base Speed and Special Attack isn't just for show you know. It's a good VoltTurn pivot since it has access to Volt Switch. That's probably how most people use it - scouting with Volt Switch, bringing it in for a quick kill here and there with a powerful STAB Thunderbolt or Overheat etc.
