How do you get the assault vest to activate?

I'm starting a team and one of my Pokemon has an assault on. How does it work?How do you activate it

You don't activate it. The effect is always active.

>When held by a Pokémon, it increases the Sp. Defense stat by 50% but requires the Pokémon to only use damaging attacks.

You get boosted Sp.Def, but you can only use attacking moves on that Pokemon from the start of the battle to the end.

You don´t really activate it. Assault vest works that you can only use Attacking moves so moves like Swagger or Protect won´t work. You can still have status moves on your Pokemon but you can´t use them. And it boosts the SpD with 2+ (Double the Special Defense).
