Which Ice Beam is stronger?

I noticed that although Greninja's Ice Beam is capable of a OHKO on Multiscale Dragonite, Choice Specs Latios's was not. Did my Latios just get a low damage roll or is Protean Life Orb Greninja more powerful?

Greninja Ice Beam with Protean and a Life Orb on a 4x weak Pokemon with Mutliscale is going to OHKO Dragonite. Latios' attack won't due to Multiscale.
