Bulbasaur and its evolutional line is not a frog.
Bulbasaur are supposed be dinosaurs.

You also missed the Greninja line.
Bulbasaur and its evolutions are  frogs more and less dinosaurs.Also I mentioned the froakie's evolutional line look at the end

Heatran is apparently not officially a frog, but it does have froggy aspects. It is described as the lava dome pokemon and is not in any way mentioned to be a frog in any of its dex entries(I deffo didnt need to frantically google this and am not at all worried about it going on my search history permanantly.)
Have a hard time believing that Toxel/Toxtricity have anything to do with frogs, as they're clearly salamanders or lizards, which can also be poisonous, and have no inherently froglike qualities, while all other Pokemon that are based on frogs DO have some sort of froglike quality. Heatran is also a huge stretch. It's vaguely frog shaped but I think that's just because it's a quadruped with short legs; if you're going to define Heatran as a frog, I think you should also put Avalugg and Metagross on the list, as they're froglike in the same ways that Heatran is. I'd be more inclined to agree with the assessment that it's a frog if it had froglike hind legs, though it doesn't.
I usually don't take Bulbapedia's origin and biology section for certain because of how debatable it has to be, but it just says Toxel might be based on a poison dart frog because of its typing and that it secretes poison. Therefore, I argue Grimer is a boxfish.
I think it makes sense to separate Pokémon that are based on frogs for sure, and those that might be from one another, in the answer.

There are poison lizards, why wouldn't it be based on that? Just because two things are true independently doesn't mean that they're linked.
If it will end the debate, I will separate heatran and toxtricity from the others as  a “maybe”
