Ok, I'm going to start Pokemon platinum again (for the third time, but with chimchar as my starter). I've decided my team is going to be;

•Infernape: fire/fighting
•Floatzel: water
•togekiss: Flying(and normal??)
•Lucario: Fighting/steel
•Garchomp: Dragon/ground

I want to add another Pokemon to my team, and I can't choose between Luxray and Roserade ( love them both and I couldn't decide, so I thought, "Hey, why not just ask complete strangers on the Internet??" (No offence complete strangers)).
Please help me choose, and also, what moves/ abilities should my team have??

Most defiantly a Luxray.

Poison strengths are all covered by steel/fire/ice (floatzel can learn ice, infernape fire, lucario steel).

Grass type strengths are covered by water and electric (floatzel, luxray).

Poison/Grass while a nice mix has many weaknesses. While electric only has one weakness. Also electric moves tend to provide more diversity and strength than poison.

Luxray can also learn several dark moves filling holes you appear to have against ghost/psychic.

Also togekiss is flying normal in gen 4 and can learn some grass moves if you really want that grass element (which you probably don't need).

True. But it still learns grass type moves.
Please edit your answer, because it's pointless to say that Togekiss is a Fairy type as well, knowing that he is playing Platinum (Gen IV).

Grass types are super effective against ground and water and electric types are super effective against water and flying. Both types are even on strong points. The main factor would be which Pokemon would cover your team best. Luxray would compliment your team the best.

Luxray is weak to ground which is taken care of by Floatzel
Luxray will help your team against water and flying types since your team doesn't really cover these 2 types, except for possible ice moves on Floatzel for flying, or a grass move on Togekiss, which both aren't dependable methods.
Giving Luxray crunch will also help with psychics which seems like another potential weakness your team has.

Now moving onto moves for your team, the Pokemon you have are all very sweeping potential Pokemon so I'd recommend giving them all straight attacking movesets

Ability: Iron Fist
Nature: Adamant
EV's 252 Atk 252 Spd 4 Def

Mach Punch: Great priority and works with iron fist
Fire punch: STAB, great physical fire move for Infernape
Thunder punch: A cover up move against water and flying types
Swords Dance: Good first move to get this guys incredible attack higher

Floatzel@ Choice Band
Ability: Water Veil
Nature: Jolly
EV's 252 Atk 252 SDef 4 Spd

Waterfall: STAB, chance of flinching, good physical attack
Ice Punch: Covers his weakness, good ice type move
Brick Break: Removes screens, good coverage for other types
Bulk up: Makes this guy a physical tank and great sweeper

Togekiss@ King's rock
Ability: Super Luck
Nature: Modest
EV's 252 SpAtk 152 Def 104 SDef

Air Slash: Main go-to move. Great chance of flinching with king's rock and super luck, STAB
Aura sphere: Never misses, great coverage against steel and rock types
Nasty Plot: Get that SpAtk up real high
Water Pulse/ Shadow Ball/ Roost/ Thunderwave: Your choice, coverage, health, or status

Lucario@ Life Orb
Ability: Inner Focus
Nature: Modest
EV's 252 Atk 252 Spd 4 HP

Aura sphere: Great STAB move, never misses
Psychic: Good coverage against fighting
Dragon Pulse: Coverage against dragons
Nasty Plot: To get special attack up

Garchomp@ Life Orb
Ability: Rough Skin
Nature: Adamant
EV's 252 Atk 252 Spd 4 Def

Earthquake: STAB, high accuracy, crazy powerful move
Stone Edge: Great power, covers ice weakness
Dragon Rush: STAB, can cause flinching, covers dragon weakness
Hone Claws: Set up and boosts accuracy which helps dragon rush and stone edge

Luxray@ Life Orb
Ability: Intimidate
Nature: Adamant

Thunder Fang/Wild Charge: STAB, pick between power and recoil or weaker power but no recoil
Ice Fang: Covers ground weakness
Crunch: Good coverage against ghosts and psychics
Thunderwave/Light screen: Cripple opponent or assist the team

this is an ingame team. most of the items you suggested can't even be obtained before getting the national Pokedex. I don't think anybody breeds for natures before entering the hall of fame.
ahhh, well....whatever then. Items can be changed but the movesets would still apply.

Luxray is definitely preferred.

It has saved me multiple times against Fantina and Wake with it's Bite and Spark moves.

It's ability should be Intimidate to weaken Wake's Gyarados and Floatzel.

It's moves should be Thunder/Thunderbolt, Spark/Thunder Fang, Crunch, and Strength. I don't care which nature, as long as it doesn't lower luxrays offensive stats and speed.

P.S.

I would replace Floatzel with Tentacruel due to its bulkiness. It has helped me a whole lot with Bertha and Flint.

Set: Waterfall, Surf, Poison Jab, (Whatever you want).

Togekiss is okay, but Fly won't do a whole lot of damage. Instead I would replace it with Staraptor

Set: Fly, Brave Bird, Aerial Ace(For Aaron's Yanmega), and Close Combat

Those Pokemon have helped me a whole lot when I played through Platinum, and they'll help you too!(cheesy ending)

I think you could have Close Combat on the Staraptor set (maybe replace Quick Attack; unless if you really need the priority) ; its a pretty good move and makes beating Byron and Candice easier.

It also checks Bertha's Golem and Rhyperior (dealing quite a chunk of damage) as well as Flint's Houndoom and Cynthia's Lucario.
Why Fly Brave bird AND aerial ace all on one pokemon? They are all the same move typing and doesn't allow for much coverage. And for Luxray, why a physical electric move, and then a special? Even if you want a mixed sweeper you should at least have more coverage moves.
Aerial Ace is for Aaron's Yanmega who has Double Team. And I might as well change Quick Attack to Close Combat(I forgot it gets it o3o)

Luxray.
will help you more against eilte 4 with its Crunch and Electric attacks

Roserade
will be no good at the eilte 4 cuz of lucian who use psychic types
and flint who use fire types
and you dont want to Waste time training Roserade who useless at that stage
