I am currently in Laveridge Town and realise I don't have a water type with me. (I chose torchic as starter.) Could anyone give me a suitable water type I can get around now?

Did you already defeat Norman? If no, how did you get an Absol?
Gyarados. You can get it really early at just about any fishing spot

I'm going to recommend either Tentacruel or Gyarados, depending on the needs of your team.

Tentacruel is an absolutely wonderful HM slave, it's specially bulky, and it learns some decent moves. Tentacool can be found almost anywhere there's water, and water's everywhere in Hoenn. It evolves at the reasonable level 30.

Gyarados is better if you'd prefer a physical powerhouse. While Magikarp is worthless, it can be fished up almost anywhere, and evolves at just level 20. Gyarados learns a ton of great moves, and it's a nice addition to any team.

Ability: Clear Body / Liquid Ooze
- Cut / Sludge Wave / Sludge Bomb
- Surf
- Waterfall
- Dive

Gyarados @ anything
Ability: Intimidate
- Waterfall / Aqua Tail
- Crunch
- Earthquake
- Ice Fang / Strength

Why is Tentacruel a better HM slave than Lombre, Wailmer, or Corphish?
Well, Lombre can't be found in Omega Ruby. Wailmer and Corphish aren't as good at pulling their weight in battle as Tentacruel, and I usually prefer all teammates to be capable fighters, which Tentacruel can serve as if need be.
In that case, why is Tentacruel better than Gyarados? Do you really think cut is more important than strength?
Like I said, they're each better at their own thing. Tentacruel is more specially bulky with access to Cut if you want it, but Gyarados is a better physical attacker with Strength and Waterfall, and other good moves. It's a matter of what's needed.
