Ok so long story short, I am training a bunch of grass types for competitive use and figure I could use a flying type so I am wondering if Shaymin is better or Jumpluff and what are move sets for either of those?

(This is my first answer on Pokemon DB just so you know)

There's a reason Shaymin is Uber and Jumpluff is NU.

Most notably Shaymin has a nice ability in Serene Grace, allowing it to through off a STAB, decent power, and 60% flinch chance Air Slash that works great with its speed. It gets good offensive moves like Dazzling Gleam and Psychic, while it also has decent supportive moves like Aromatherapy, Healing Wish, and Leech Seed; so Shaymin can fulfill offensive support roles or just go for all-out support. Here are a couple of sets:

Support:
Shaymin-Sky @ Leftovers
Ability: Serene Grace
EVs: 60 HP / 196 SpA / 252 Spe
Timid Nature
- Air Slash
- Substitute
- Leech Seed
- Aromatherapy/Seed Flare

All-out Offensive:
Shaymin-Sky @ Life Orb
Ability: Serene Grace
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Air Slash
- Seed Flare
- Earth Power
- Dazzling Gleam/Psychic

Jumpluff has a decent ability for sweeping in Infiltrator, and has access to Sleep Powder to aid its boosting move in Swords Dance (which it will need to do with only 55 in each base attack). Its only good physical flying move is Acrobatics so you will have to not use an item if you plan to sweep with it. It doesn't get other good physical moves aside from Seed Bomb. It has decent special defense so I guess you could have a supportive role with moves like Memento, U-turn, and Sleep Powder.

Sweeper:
Jumpluff
Ability: Infiltrator
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Acrobatics
- Seed Bomb
- Sleep Powder
- Swords Dance

A supportive set could also work with a combination of the moves Sleep Powder, U-turn, Memento, Leech Seed, Synthesis, and Cotton Guard.

Not to mention that Jumpluff has atrocious offensive stats, while shaymin's are amazing.
