Was this Rotom moveset a joke?

I was on random battles on Showdown!, and my Rotom-fan had an air balloon. Was this a joke on Rotom being a flying type with levitate, giving it three ground immunities instead of two?

In short, yes. There is no other reason.

If possible, Smogon could even give it Magnet Rise.
