So Fell Stinger got buffed in gen 7 with +20 attack and instead of raising its attack 2 stages it is raised 3. Now the question that remains is can it be viable, and what are some good mons to use with it?

It does say that Buzzwole gets Fell Stinger on that page.
The best fell stinger user is Beedrill, and it recently dropped to UU. Because this drop was less than a month ago, there are no stats for Beedrill in UU. I think it's best to wait for the statistics and then answer this question.
In case you're wondering, there are no good fell stinger users in any format other than UU.
What do you mean by no stats?
"Stats" is short for statistics. There are currently no statistics on how good fell stinger Beedrill is in UU.

I would say that it isn't going to be Huge, but if you play a tanky then yes. but you would have to use it when the opposing Pokemon is low on health because otherwise it won't do jack with a base power of 50. The only other option would be is beedrill but there are so many better moves for raising attack like power-up punch because it doesn't need to faint the other Pokemon.

I believe you could make this viable. Im unsure how Tiers work, but I just saw a vid with this in it (Pimpnite for life). The opponent used poweruppunch twice, then used fell stinger to finish them off, using beast boost to activate, and therefore +6 maxed attack.

Pimpnite isn't a good reference for what works in competitive. He showcases gimmick strats that probably fail five times before he gets his footage.

In that case, fell stinger works on Pimpnite and likely doesn't work if your opponent isn't Pimpnite. There are almost zero situations where fell stinger is better than swords dance.
Mega Beedrill can use it pretty well. I’m pretty sure that’s the only Pokémon that can, though.
What format are you talking about? I know fell stinger is bad in USM UU, because Beedrill is frail and weak to revenge-killing and would rather use U-turn when expecting a switch.
I saw it quite a bit in USM UU. I've seen some mind games when it was brought out on a weakened Pokémon before the opponent knew if it was running Fell Stinger or Pursuit (or neither). Maybe it's just because I'm bad at laddering, and top players don't actually use it ever ¯\_(ツ)_/¯
And the point stands that a highlights YouTuber is only going to show you when a strat works. His opponent could have tried that and failed multiple times before it worked against this one person.
