It makes no sense to me why Florges Isn't in the Human-Shape egg group and why it can't breed. Florges looks like a human - so why?

I'd say that Florges isn't in the Human-Like egg group because it doesn't look as human as many of the other Pokemon in that egg group. All of the Pokemon in the Human-Like egg group have legs of some sort, but, unlike humans, Florges does not have legs. Florges also has a very large head/hair and two large "petals" at the bottom of it, which cause it to look less like a human. Many of the Pokemon in the Human-Like egg group also tend to do similar things that humans do. For example, many Pokemon in the Human-Like egg group that are Fighting type use similar fighting techniques that humans have developed, such as Sawk using karate. However, in the end, I guess that the only answer to this is that Florges isn't the in the Human-Like egg group because GameFreak didn't want to put it there.
Of course Florges can breed. It can breed with any male Pokemon in the fairy group.
Then what color flower will the Flabebe have?
I'm pretty sure it's whatever color the mother has.

Florges is in the Fairy egg-group, not the Human-Like egg-group, because it's a Fairy-type (Hint: Fairy, not Human). Most Fairy-types are in this egg-group. The Flabébé line is always female. So, when breeding, the child (egg) will always be female. I'd recommend breeding your Florges with a Ditto when doing so.

As for why Florges is in the Fairy egg group, I'd say it's just GameFreak logic.

The question is asking why Florges isn't in the Human-Like egg group, not what egg group Florges is in and how to breed it.
Just GameFreak logic.

Probably because it's pre-evolutions don't look as human and they want to keep things consistent
