You're asking us what Team Skull's aim is in SM/USUM. What part of that is confusing? They are basically gen 7 Team Rocket, they steal/bully others' Pokémon.

They're basically under the Aether Foundation's thumb (surprise, good guys actually bad guys)

They don't seem to have clear cut goal except steal money and Pokemon for the heck of it. Though I think it was said they failed the Alola island challenges and are out for revenge. Even still, they're generally seen more as pests than as serious threats like other villainous teams throughout Pokemon history.
