Is there a way to evolve trade-evos by yourself after the 3DS server shutdown in Pokemon S/M and US/UM?

After entering the first PokeCenter in the SMUSUM games, you gain access to the Quick Link feature, which allows for local trades that do noy require an internet connection. As long as you have access to another console and copy of the game, you can still evolve trade evolutions.
