How/where do you get lucky egg in Soul silver?

Beside catching or stealing from chancey and trading/transfering Pokemon from other games holding it.

Chansey have a higher chance of holding it if your first Pokemon has compoundeyes.

Unfotunately, the only way to get a lucky egg in soulsilver is by using thief on Chansey. Chansey can be found on route 15 and are also a rare encounter.
