To be honest, I found this to be hilarious, but still, how does Qwilfish uses Throat Chop?

The decription don't specifically say that the Pokémon has to use its hands to do this.

>The user attacks the target’s throat, and the resultant suffering prevents the target from using moves that emit sound for two turns.

So, there is notthing wrong really, the pokémon can use this move the way it wants/can, as long as it "attacks the target’s throat"

I would assume it uses its tail in a kind of spin move, aiming for the opponent's throat.

Qwilfish probably bites the opponent's neck.

Ouch, that gotta hurt.
Qwilfish doesn't even learn any moves related to a bite or something.
Well I don’t think you can chop stuff with spikes

Not completely sure, but....

Throat Chop could be something that Incineroar (the only Pokémon that learns the move by levelling up) uses its claws while attacking, and maybe Qwilfish uses its spikes to "chop" the other Pokémon.

And people who say that spikes can't chop through, in DPT it lives inside Iron Island. So maybe meaning its spikes are as strong as iron?
