To be honest, I found this to be hilarious, but still, how does Qwilfish uses Throat Chop?

The decription don't specifically say that the Pokémon has to use its hands to do this.

>The user attacks the target’s throat, and the resultant suffering prevents the target from using moves that emit sound for two turns.

So, there is notthing wrong really, the pokémon can use this move the way it wants/can, as long as it "attacks the target’s throat"

I would assume it uses its tail in a kind of spin move, aiming for the opponent's throat.

Qwilfish probably bites the opponent's neck.

Ouch, that gotta hurt.
Qwilfish doesn't even learn any moves related to a bite or something.
Well I don’t think you can chop stuff with spikes
