I don't really like competitive play, so this is more of a sheer curiosity question.
What Region has the most Uber tier Pokemon? What Region has the most OU tier Pokemon? What Region has a Pokedex that is considered the best competitively?

Are you asking about the Pokémon introduced in each region or the Pokémon from each region’s Pokédex?
Counting forms?
You should weight this according to the amount of Pokémon in each region — or else I’m confident Gen 5 is your answer without even looking.
Alternatively, Gen 4 if you count forms because of Arceus.
