Unable to get through painting in Mt. Coronet?

Question

Th painting of the lake guardians is not breaking, even though I got past the part of Cyrus giving his speech to the Galactic grunts. Was I supposed to do something to the one in Celstic town? Do I have to free the lake guardians? If so, where are they?

You have to free the Lake Guardians from Galactic HQ after defeating Saturn(which is after Cyrus) after taking the warp panel to the room that he's in. After defeating Saturn the painting will be broken allowing you to walk inside
