Why can't I find a Shiny Marill using DexNav and Shiny Charm?

I have been playing Omega Ruby for awhile and finally got the shiny charm. So I decided to go after a shiny marill first which ive been at forever. Ive been using the dexnav and chaining marills and have encountered too many to count One after another with the shiny charm and dexnav and still no shiny. I am getting so frustrated please help!
