Why can't Volcarona learn its signature move, Fiery Dance, by levelling up?

In the Gen 8 Sw/Sh Isle of Armor Expansion, it says that Volcarona learns Fiery Dance at level 1. Was this intentional?

That means it can only learn it through the Move Reminder. Level one moves can only be obtained by going to the Move Reminder.
