Why can't Volcarona learn its signature move, Fiery Dance, by levelling up?

In the Gen 8 Sw/Sh Isle of Armor Expansion, it says that Volcarona learns Fiery Dance at level 1. Was this intentional?

On most fully evolved Pokemon, Level 1 moves can only be obtained by going to the Move Reminder.
