Is shiny Original Color Magearna shiny locked?

If it isn't, do you just have to get extraordinarily lucky with the HOME gift? Or is there an easier way to get one?

Magearna-Original is currently impossible to obtain shiny, even through the HOME gift. No events have distributed shiny Magearna-Original, either.
