It was the signature move of Haunter and Gengar in gen 1, and Pokedex entries mention that their lick causes "endless shuddering." Why can it paralyze?

Maybe out of the 5 statuses, paralysis is most similar to shuddering?
Maybe it’s just gross until the opposing Pokémon freaks out and paralyzes

Well, if you look in the theme song of the kanto season 1 anime, a haunter licks charmander, who makes a disgusted face and freezes up. So that is a possible reason. Another reason is because haunter and gengar used it in the anime for kanto, and they are poison type Pokemon, they could be transferring toxins from their tongues that cause paralysis.
