Yes and yes.

With the addition of the Ability Patch, any Pokemon available in Sword and Shield or it's DLC can now have it's HA.

This leaves a very small list of Pokemon still unavailable with their HA. If the other answer is to be trusted, that would seem to leave Patrat, Cranidos, and Shieldon as the only Dream World Pokemon who have not had it's HA since. However, Watchog is able to be found in Hidden Grottoes in B2W2, so it's family's HAs are not actually exclusive. Cranidos and Shieldon are available with their HAs through the egregious Dropped Item quest in B2W2.

That means any Pokemon who can't have it's HA has to be a Pokemon originally from Gen 6 or 7 that is not in SwSh, Friend Safari, DexNav, or Sos chaining.

  • Fancy/Poke Ball Pattern Vivillon
  • Any Pokemon introduced in Legends Arceus

That's it!

Any Pokemon that is not in SwSh or Dream World can be SOS hunted, or have gotten their HA from a Pokemon Bank event.

What Pokemon can't have their hidden ability because they were never obtainable from Dream World or SOS battles and can't be traded to SwSh?
A lot of Kalos Pokemon. Do I need to add that to my answer?

  • Event exclusive: Treecko, Torchic, Mudkip, Regirock, Regice, Registeel, Turtwig, Chimchar, Piplup, Snivy, Tepig, Oshawott, Tyrunt, Amaura
  • Unreleased: Heatran, Tapu Koko, Tapu Lele, Tapu Bulu, Tapu Fini, Dracozolt, Arctozolt, Dracovish, Arctovish, Cap Pikachu, Fancy/Poké Ball Vivillon, Antique Sinistea

Thank you! I asked this question and felt stupid because the Hidden Ability Capsule is coming out but that is my fault.
I could've sworn that Heatran's HA was an event. Oh well
It should be noted that, as of the Crown Tundra, all of the unreleased Pokemon listed here, except for Fancy/Poke Ball Vivillon, can now have their HAs using the Ability Patch.
Of the DW and event exclusives, everything except Patrat, Snivy, Tepig, and Oshawott can also easily gain their HAs from the Ability Patch in either Swsh or BDSP.
Also, if I'm not mistaken, new Legends Arceus Pokemon have HAs but are unobtainable with them because they cannot be put in a game with abilities.
