Is Final Gambit based on the original Pokemon's HP or the Dynamaxed Pokemon HP?

(in a max raid battle scenario)

Can Max Raid Pokemon even use Final Gambit?

Question 2

Seeing how basically everything (Life Orb, Status, etc.) Uses the user non-dynamaxed HP, I would say it would be the same for Final Gambit.

Question 3

Dynamaxed Pokemon can't use Self-Destruct/Misty Explosion/Explosion tho. Final Gambit is a self-KOing move
