How early in Sapphire can you access the Regis?

asking at what point in the game can I have all the necessary requirements to solve the puzzles and get to the regis?

You must have caught both Wailord and Relicanth, have the HM Surf and dive and the TM for dig. That means that the earliest you can catch them is after is after the 7th gym.
