Can dream world Torchic with speed boost only be male?

I wanted to breed a female speed boost Torchic to pass on its ability but it seems that Torchic has been gender locked. Is this the case?

Hey no its not gender locked! That's not the case.
How much do you expect a horn drill to hit? very less right?
here in torchic's breeding section, it shows 87.5% male and 12.5% female.
If you want a female torchic you'll have to wait a little more.
